HAMAS DUBAI POLICE: HIT WAS DONE BY EUROPEAN CREW

DUBAI, United Arab Emirates – Dubai's police chief says an 11-member hit squad carrying European passports was responsible for killing a Hamas commander in his hotel room last month.

Lt. Gen. Dhahi Khalfan Tamim suggests a foreign intelligence service was behind the Jan. 20 killing of Mahmoud al-Mabhouh. But he did not mention any specific country. Hamas has accused Israel's Mossad secret service.

Tamim told reporters Monday that the alleged assassination team comprised six British passport holders, three Irish and one each from France and Germany.

United States U.S. MDA: Laser Plane Shoots Down Test Missile

The U.S. Missile Defense Agency's airborne laser this week achieved a record first when it shot down a ballistic missile launched off the California coast.

The MDA's Airborne Laser Testbed, a Boeing 747 with a massive chemical laser in the nose, took off from Edwards Air Force Base, Calif., on Feb. 11 and fired its laser at "a short-range threat-representative ballistic missile … launched from an at-sea mobile launch platform," reads a Feb. 11 MDA announcement.

The laser locked on to the missile as it was rising in its boost phase and heated it to the point of "critical structural failure," the MDA statement said.

The agency said this was the first time a laser fired from an airplane in flight has been able to destroy a ballistic missile on the rise.

"This experiment marks the first time a laser weapon has engaged and destroyed an in-flight ballistic missile, and the first time that any system has accomplished it in the missile's boost phase of flight," reads a Feb. 12 Boeing announcement. The laser is the most powerful ever installed on an aircraft, according to the company.

The Airborne Laser (ABL) plane is designed to fly just beyond the range of enemy air defenses and use its laser cannon to shoot down ballistic missiles as they are taking off, which is extremely difficult to do today due to the incredibly high speeds that missiles fly.

India TERRORIST STRIKE IN INDIA

NEW DELHI — Indian authorities on Saturday issued a national alert after eight people were killed and at least 32 were wounded when an explosive hidden in an unclaimed bag detonated inside a German bakery in a neighborhood popular with foreign tourists in the western Indian city of Pune.

Investigative teams from New Delhi were flying to Pune, and the authorities had not linked the attack to any terrorist organizations or publicly identified any suspects or motive. But the timing is certain to complicate the recent overture by India to resume the high-level talks with Pakistan that broke off after the November 2008 attacks on Mumbai by Pakistani militants. India has demanded that Pakistan confront domestic terrorist groups as a condition of resuming diplomatic talks.

The Indian home secretary, G. K. Pillai, speaking to reporters on Saturday night, said the bomb blast occurred in a Pune neighborhood visited by David Headley, the son of a former Pakistani diplomat who has been charged with helping to plot the Mumbai attacks. Mr. Headley is accused of doing reconnaissance for the attacks for a Pakistan-based terrorist group called Lashkar-e-Taiba.

Mr. Pillai said the police had been alerted last October that Mr. Headley “had surveyed 200 yards from the bakery,” but he added that it was too early to say if Lashkar-e-Taiba was involved in the Pune attack.

Al Qaeda AQ AND NUKES

On the heels of the US Intelligence Community (IC), Congress’ WMD Commission, assessments by former IC WMD counterterrorists [see the January Homeland Security Today report, The WMD Connection], and Secretary of State Hillary Clinton having all said that they consider weapons of mass destruction (WMD) in the hands of terrorists to be the most serious threat faced by the US (even more serious than the threat posed by a nuclear-armed Iran), Iranian President Mahmoud Ahmadinejad claimed today that Iran has successfully produced highly enriched uranium (HEU). HEU that could be used in atomic warheads.

This is HEU that, given Iran’s notorious bonds to terrorism, possibly could find its way into the hands of terrorists, including the Iranian created and controlled Hezbollah, which both the IC and Defense Department fear would be unleashed against the West in the event of either a US or Israeli strike on Iran's nuclear facilities.

Authorities on the terrorist group, which has a long established infrastructure in the US and throughout Central and South America, said Iran's spiritual rulers "probably wouldn't hesitate to set Hezbollah loose against us in response to an attack on their nuclear sites," one of the authorities said.

“The biggest nightmare that many of us have is that one of these terrorist member organizations within this syndicate of terror will get their hands on a weapon of mass destruction,” Clinton said.

Pakistan NEW TALIBAN LEADER

Noor Jamal, who uses the nom de guerre Mullah Toofan, has reportedly been declared acting leader of the militants after Mehsud was mortally wounded in an American missile strike last month and is believed to have died.

Details of Mullah Toofan first emerged last week when he was seen in mobile phone video footage flogging two men and a teenage boy in Pakistan's tribal belt.

Villagers told one newspaper the commander "kills humans like one will kill chickens".

Mullah Toofan, aged in his early forties, has served the Taliban as a commander in the Orakzai and Kurrum tribal agencies.

Rehman Malik, Pakistan's interior minister, said this week he has "credible" information Mehsud died from his wounds after the missile strike. While Taliban spokesmen have disputed this, intelligence reports have suggested he may have died en route to a clinic in Karachi.

Afghanistan TALIBAN SURROUNDED

NEAR MARJAH, Afghanistan – U.S. and Afghan forces ringed the Taliban stronghold of Marjah on Thursday, sealing off escape routes and setting the stage for what is being described as the biggest offensive of the nine-year war.

Taliban defenders repeatedly fired rockets and mortars at units poised in foxholes along the edge of the town, apparently trying to lure NATO forces into skirmishes before the big attack.

"They're trying to draw us in," said Capt. Joshua Winfrey, 30, of Tulsa, Okla., commander of Lima Company, 3rd Battalion, 6th Marines.

Up to 1,000 militants are believed holed up in Marjah, a key Taliban logistics base and center of the lucrative opium poppy trade. But the biggest threats are likely to be the land mines and bombs hidden in the roads and fields of the farming community, 380 miles (610 kilometers) southwest of Kabul.

The precise date for the attack has been kept secret. U.S. officials have signaled for weeks they planned to seize Marjah, a town of about 80,000 people in Helmand province and the biggest community in southern Afghanistan under Taliban control.

NATO officials say the goal is to seize the town quickly and re-establish Afghan government authority, bringing public services in hopes of winning support of the townspeople once the Taliban are gone. Hundreds of Afghan soldiers were to join U.S. Marines in the attack to emphasize the Afghan role in the operation.

Note: Time to Wipe them out. No mercy.

Iran THREATS COME AND THREATS GO

Iran's Supreme leader Ayatollah Ali Khamenei said on Monday that Iran is set to deliver a "punch" that will stun world powers during this week's 31st anniversary of the Islamic revolution, AFP reported.

"The Iranian nation, with its unity and God's grace, will punch the arrogance (Western powers) on the 22nd of Bahman, February 11, in a way that will leave them stunned," Khamenei, who is also Iran's commander-in-chief, told a gathering of air force personnel according to AFP.

The country's top cleric was marking the occasion when Iran's air force gave its support to revolutionary leader Ayatollah Ruhollah Khomeini, a key event which led to the toppling of the U.S.-backed shah on February 11, 1979.

His reported comments came as Iran said it would begin to produce higher enriched uranium from Tuesday, in defiance of Western powers trying to ensure the country's nuclear drive is peaceful.

This year's anniversary is expected to become a flashpoint between security forces and supporters of opposition leaders Mir Hossein Mousavi and Mehdi Karroubi, who charge that the June re-election of President Mahmoud Ahmadinejad was rigged.

Opposition supporters are expected to stage anti-government protests on Thursday when the traditional regime-sponsored marches to mark the revolution take place across the country.

Mousavi renewed his call for demonstrations on the February 11 anniversary.

Iran IRAN ISSUES WARNING

Iran's president on Wednesday warned the West to expect a "bloody nose" over mounting pressure on Iran to halt its sensitive uranium enrichment activities, state television reported.

The five permanent members of the U.N. Security Council and Germany will meet on April 16 in Shanghai to discuss whether to sweeten incentives they had offered Iran in 2006 to curb its nuclear program.

In a televised address from the northeastern city of Mashhad, President Mahmoud Ahmadinejad insisted Iran would never abandon its atomic work, which the West fears is a cover to build nuclear bombs. Iran says its work is to produce energy.

"The Iranian nation will bloody the enemy's (the West's) nose if they want to violate an iota of our rights (to nuclear technology)," he said without elaborating.

The Security Council has imposed three rounds of sanctions on Iran for refusing council's demand to suspend its uranium enrichment activities, which can be used to make fuel for power plants or atomic bombs, if refined much further.

United States EXPLOSION AT CT POWER PLANT

An explosion at a Connecticut power plant has caused "mass casualties," authorities said.

The blast happened about 11:30 a.m. Sunday at the Kleen Power Plant in Middletown, a suburb of Hartford.

The plant's general manager, Gordon Holk, confirmed the blast caused casualties, but wasn't sure how many. Fire and police officials in Middletown said there were "mass casualties," but no other details were immediately available.

Iran ARTICLE CLAIMS IRAN HAS THE BOMB

“Iran has developed a nuclear warhead, according to an article in the German newspaper “Sueddeutsche Zeitung”. A foreigner alleged to have helped Iran towards developing nuclear weapons is from the former Soviet Union…The International Atomic Energy Agency (IAEA) has already mentioned the employment of a foreigner in the nuclear programme.

Quoting a new IAEA summary, the Suddeutsche said the scientist had previously worked in a Soviet nuclear weapons laboratory on advanced warheads. It said both western intelligence services and diplomats had confirmed the connection.

The newspaper added that Iran was trying to make a nuclear weapon small enough to fit into one of its Shahab 3 medium-range missiles and was designing a so-called two-point implosion system, which requires only two simultaneously exploding detonators to trigger a nuclear blast.

The former Soviet scientist was an expert on the high-speed cameras needed to test if both detonations were symmetrical, and had worked for Iran from the mid-1990s till 2000.

Cuba CUBA INFILTRATES VENEZUELA

Ramiro Valdes, 77, is one of only four remaining original rebels led by Fidel Castro in the 1950s in Cuba. By Cuban standards, he has had a remarkable career, serving the Castro brothers loyally for years in a variety of posts, some which made him notorious.

Now, Valdes has accepted a new task outside Cuba that is raising skepticism. He arrived this week in Venezuela as a consultant for that country's energy crisis.

Venezuela is facing critical electricity shortages that have created rolling blackouts in some areas. The government of Hugo Chavez blames a long drought that has reduced energy production at the country's main hydroelectric dam, while others say the real problem is a lack of investment in energy infrastructure.

The issue has become a political one, but regardless of the reason for the electricity shortages, experts warn that Venezuela faces a complete electric collapse if something isn't done soon.

That's where Valdes comes in, as well as the critics who have seized upon his biography.

United Kingdom GOING AFTER BLAIR

LONDON – He was right and he'd do it again.

That was Tony Blair's message Friday as he fought for his place in history against critics who contend it was folly to join the Americans in invading Iraq based on intelligence that was faulty and weapons of mass destruction that turned out not to exist.

The highly anticipated testimony before an official inquiry into Britain's role in the Iraq conflict provided both a reprise and a coda to the Blair years: The former prime minister showed his impressive rhetorical skills and high-minded principles, but left unanswered whether the war that defines his mixed legacy was justified.

Many in the audience, including the relatives of soldiers and civilians killed in the war, were not impressed. Blair's claim to have no regrets drew an angry outburst. As he left, one man stood up and shouted "You are a liar!" A second added: "And a murderer."

The six-hour session Friday capped a wide-ranging inquiry that since November has heard extensive evidence from government lawyers and ministers who raised doubts about the legality and wisdom of the 2003 Iraq invasion, which was extremely unpopular in Britain.

HAMAS HAMAS MILITARY LEADER WHACKED IN DUBAI

DAMASCUS, Syria – A senior Hamas commander was assassinated last week in a Dubai hotel room by electrocution, the Palestinian militant group said Friday. It accused Israeli agents of killing him and vowed to avenge his death.

Hamas said Mahmoud al-Mabhouh was one of the founders of the group's military wing, which has been responsible for attacks and suicide bombings targeting Israelis since the 1980s.

Dubai's government confirmed al-Mabhouh was found dead in a hotel room on Jan. 20, a day after entering the Gulf city. It said in a statement that initial investigations show the crime was likely committed by a "professional criminal gang" and that the suspects left the country before the body was discovered.

Most of the suspects held European passports, the statement said.

Hamas' top leader, Khaled Mashaal, accused Israel of being behind al-Mabhouh's death and pledged to hit back.

China CHINA SUSPENDS MILITARY EXCHANGES

BEIJING – China suspended military exchanges with the United States and threatened sanctions against American defense companies Saturday, just hours after Washington announced $6.4 billion in planned arms sales to Taiwan.

The development has further strained the complex relations between the two powers, which are increasingly linked by security and economic issues.

China's Defense Ministry said the sales to self-governing Taiwan, which the mainland claims as its own, cause "severe harm" to overall U.S.-China cooperation, the state-run Xinhua News Agency reported. The Foreign Ministry threatened sanctions against U.S. companies involved in the arms sales.

A spokeswoman for the U.S. Embassy, Susan Stevenson, had no comment on China's actions Saturday.

Taiwan is the most sensitive topic in U.S.-China relations, and the sales announced Friday could complicate cooperation between the two sides on issues ranging from Iran's nuclear program to the loosening of Internet controls, including a Google-China standoff over censorship.

China's Vice Foreign Minister He Yafei warned U.S. Ambassador Jon Huntsman that the sales of Black Hawk helicopters, Patriot Advanced Capability-3 missiles and other weapons to Taiwan would "cause consequences that both sides are unwilling to see," a ministry statement said Saturday.
