United States PRESIDENT BUSH LEAVES CAMP DAVID EARLY

WASHINGTON (CNN) # President Bush left the presidential retreat at Camp David, Maryland, Sunday afternoon and returned to the White House a day earlier than had been scheduled.

Bush had planned to remain at Camp David through the federal holiday Monday that marks the birthday of slain civil rights leader Martin Luther King Jr.

White House officials offered no immediate explanation for the change in plans.

Israel U.S. , ISRAEL LAUNCH MILITARY MANEUVERS

LAHAV, Israel - Israeli and U.S. soldiers began joint maneuvers Sunday, and Prime Minister Ariel Sharon (news - web sites) told his Cabinet the probability of an Iraqi missile attack on Israel was low.

As part of the military drill, a convoy of 30 U.S. military vehicles drove from the southern Negev Desert to central Israel on Sunday. Hundreds of U.S. soldiers are participating in the exercise which tests Israel's defense against incoming missiles. The Israeli military said the drill was planned two years go and was part of routine training. However, military sources said the U.S. troops - who arrived last week - are to remain in Israel at least until the end of a possible U.S. war with Iraq.

Iraq SPY PLANNED TO POISON U.S. TROOPS

KUWAIT CITY - A Kuwaiti soldier accused of spying for Iraq was working on plans to poison a large number of American soldiers, a well-connected Kuwaiti newspaper reported Saturday.
The alleged spy, Sgt. Mohammed Hamad al-Juwayed of the Kuwaiti National Guards, also was helping Iraqi agents infiltrate the country with the aim of assassinating Kuwaiti politicians and blowing up oil and power facilities, according to the newspaper Al-Watan.
The Interior Ministry announced al-Juwayed's arrest on Friday, saying he "provided security and military information to the Iraqis and spied on movements of senior Kuwaiti officials with the intent of facilitating terrorist and sabotage operations."

KABUL, Afghanistan - They don't play by the normal rules because they don't have to. That's a big reason why the United States increasingly prefers to deploy CIA paramilitary troops whenever it prepares to enter global hot spots such as Afghanistan or Iraq.

U.S. military officials and other analysts say the CIA has a long history of sending highly trained commandos to some of the world's most dangerous places, sometimes well in advance of conventional fighting forces but often right alongside them. The commandos' job is to gather intelligence, work as forward observers and perform covert operations that mainstream U.S. forces legally are not allowed to do or cannot do because of their more public, high-profile status. "The CIA gets a bad rap. People tend to think that if the CIA is involved, there must be some kind of nefarious intent," said Lt. Col. Kevin M. McDonnell, commander of the U.S. Army's 1st Battalion, 3rd Special Forces Group. His troops spent much of the past six months working alongside CIA agents and paramilitary units in operations against al-Qaeda and Taliban guerrillas in isolated areas of Afghanistan. "They complement our mission. But the experience in our ranks complements their mission as well. They could not do what they do without us, and we could not do what we do without them," he explained.

United States PARATROOPERS HURT BY AFGHAN BIKE BOMB

A parked bicycle loaded with explosives blew up as a U.S. army patrol passed by in Afghanistan, slightly injuring two U.S. soldiers, a spokesman said Saturday. The two soldiers, from the 82nd Airborne Division, suffered minor cuts and bruises, said Col. Roger King at the Bagram Air Base. The bomb exploded Friday afternoon as the patrol's lead vehicle passed near the U.S. base of Salerno, outside the city of Khost. The base is about 90 miles southeast of the capital, Kabul. King called the amount of explosive rigged to the bike a "relatively small amount." "We have had within the past week several improvised explosive devices go off, but they are taking different forms so I don't know if it signifies a trend," King said. On Wednesday, two Special Forces troops were injured northeast of Jalalabad when anti-tank mines exploded under their vehicle. On Thursday, a Special Forces soldier was shot in the leg in western Afghanistan when his reconnaissance team came under small arms fire. Eastern Afghanistan is one of the most active fronts in the U.S.-led campaign against the remnants of al-Qaida and the Taliban and is regarded as one of the least secure parts of the country.

Europe IRAQI EXILE MEETING RATTLES HUNGARIAN TOWN

TASZAR, HUNGARY - The recent resignation of Taszar's longtime mayor foisted an unenviable task on Tibor Mercz, the village's acting mayor: to assuage anxiety among its 2,100 inhabitants about what the new year may bring. Later this month or early in February, several thousand Iraqi opposition activists will arrive to train with US troops as part of a potential Iraq liberation force. The mission was a key test for Hungary's new government in the eyes of Western powers; relations between Washington and its previous right-wing government had been eroding, and some had questioned Hungary's commitment to NATO, which it joined in 1999. Hungarian officials feel their approval of the training at Taszar puts them squarely in the camp of active and responsible NATO members. But it's raising some questions at home. "We have no idea what kind of 'Christmas present' we'll be receiving," says one Hungarian official, on condition of anonymity. "We won't know who these people are, or what kind of security problems they may cause."

United States US MILITARY TRAINERS OF IRAQI EXILES START ARRIVING IN HUNGARY

A group of American experts preparing the training of up to 3,000 Iraqi exiles as interpreters for US forces in a possible conflict with Iraq arrived Monday in Hungary, the defence ministry said. "A group of up to 30 logistical experts have arrived at the southern Taszar military base by civilian transport to prepare the base for the actual training," defence ministry spokesman Istvan Bocskai told AFP. "From today, military aircraft will bring in more groups of logistical experts, as well as trainers, guards and security people," he said. The first groups arriving in Hungary are to extend a tent city that flanks the military airport in Taszar and can currently accommodate around 1,000 people. The actual training begins at the end of January or the beginning of February, Bocskai said.

Iraq IRAQI COMPUTER ATTACKS FEARED

Iraqi Computer Attacks Feared

WASHINGTON - Intelligence officials are concerned that a recent rise in electronic attacks against government and military computer networks in the United States may be the work of pro-Iraqi hackers and could signal a "potential crisis" in national security, according to a classified F.B.I. assessment.

The assessment, prepared last week by the National Infrastructure Protection Center at the Federal Bureau of Investigation, warned intelligence officials that the attacks, which have been relatively limited, are likely to grow more widespread and "more dangerous" as tension over a possible war against Iraq grows.

American intelligence analysts say they have long been concerned by the notion that Al Qaeda could use computers to wage terror - disrupting water treatment plants or nuclear facilities, for instance. Experts say the link between Iraq and computer hacking may have been underestimated and poses a growing threat to United States security.

Powell and I both attended the U.S. Army's Command and General Staff College, where they beat into our heads the essential military lesson for making an "Estimate of the Situation." And my school reading of the Korean tea leaves is 180 degrees from Powell: I think we've triggered a crisis with global consequences that could well be on its way to meltdown.

United Nations UN SECURITY COUNCIL BOLTSERS TERROR SANCTIONS

UNITED NATIONS - The U.N. Security Council voted unanimously Friday to bolster sanctions against Osama bin Laden, his al-Qaida terror network and Afghanistan's former Taliban rulers.

The sanctions include a travel ban and arms embargo against individuals and groups on a list compiled by a council committee. Last month, the list had 324 names, including 232 individuals and 92 groups. It also freezes the assets of everyone on the list. Friday's resolution called for better coordination between that committee and another U.N. body that monitors what individual countries are doing to fight terrorism. The new resolution asks the committee monitoring sanctions against al-Qaida and the Taliban to provide updated lists and as much identifying information as possible at least every three months to the U.N. body, which was created after Sept. 11 attacks. It also calls on all countries to take "urgent steps" to enforce and strengthen anti-terrorist laws and administrative regulations, and to ensure that anyone involved in terrorist acts is punished. The Security Council asked Secretary-General Kofi Annan to reappoint five experts monitoring implementation of the resolution for another year. It also asked for more frequent reports from the committee. The resolution asks all countries to report to the committee monitoring sanctions against al-Qaida and the Taliban within 90 days on all steps taken to implement the resolution, and all related investigations and enforcement actions. The council shifted sanctions from the government of Afghanistan to bin Laden, al-Qaida and remnants of the Taliban after a U.S.-led force ousted the Taliban in late 2001.

Addressing a Jewish audience at a breakfast meeting on Friday, he said last Tuesday's conference on Palestinian reform in London, which was initiated by Prime Minister Tony Blair, "offers little hope."

Palestinians PALESTINIANS MARCH IN SUPPORT OF SADDAM

GAZA CITY, Gaza Strip - Thousands of Palestinians toting pictures of Saddam Hussein marched in support of the Iraqi leader Friday as Israelis lined up for gas masks, fearing attack on their cities if the United States goes to war with Iraq. Also Friday, the Islamic militant group Hamas claimed responsibility for a botched attack with a booby-trapped raft. An Israeli navy gunship fired on the dinghy, causing a large explosion off northern Gaza. Hamas did not say what the attacker's target was, but several Jewish settlements are near the shore in that area.

In Gaza City, about 3,500 Palestinians filled narrow streets with fluttering Iraqi flags and pictures of Saddam. Some chanted together, "Our beloved Saddam, strike Tel Aviv," reviving an old slogan from the 1991 Gulf War.

Europe CZECH REPUBLIC OKs IRAQ TROOP DEPLOYMENT

PRAGUE, Czech Republic - The upper chamber of the Czech Parliament agreed overwhelmingly Thursday to deploy chemical weapons troops to Iraq in the event of war.



The vote in the Czech Senate was 70-3, with three abstentions and five absent. The decision still needs the approval of the lower chamber of the parliament.


Under the measure, the unit could be sent to treat soldiers injured by chemical or biological weapons attacks - with or without a U.N. Security Council resolution calling for their deployment.
