MONETARY THREAT TO OUR NATIONAL SECURITY

Despite recent government reports that China's holdings of U.S. Treasury debt declined during the second half of last year, the Asian economic giant almost certainly owns far more Treasury securities than official statistics indicate.
After peaking at $801.5 billion, China's holdings of U.S. Treasury securities declined to $755.4 billion at the year's end, dropping the communist power into the position of second-largest holder of Treasury debt after Japan's $768.8 billion, official government data reveal.
But these numbers don't tell the whole story.
"The U.S. Treasury data almost certainly understate Chinese holdings of our government debt because [the U.S. figures] do not reveal the ultimate country of ownership when [debt] instruments are held through an intermediary in another jurisdiction," Simon Johnson, an economics professor at the Massachusetts Institute of Technology, told the U.S.-China Economic and Security Review Commission, a bipartisan forum established by Congress in 2000 to monitor the security implications of the U.S. economic relationship with China.

CHINA SUSPENDS MILITARY EXCHANGES

BEIJING – China suspended military exchanges with the United States and threatened sanctions against American defense companies Saturday, just hours after Washington announced $6.4 billion in planned arms sales to Taiwan.
The development has further strained the complex relations between the two powers, which are increasingly linked by security and economic issues.
China's Defense Ministry said the sales to self-governing Taiwan, which the mainland claims as its own, cause "severe harm" to overall U.S.-China cooperation, the state-run Xinhua News Agency reported. The Foreign Ministry threatened sanctions against U.S. companies involved in the arms sales.
A spokeswoman for the U.S. Embassy, Susan Stevenson, had no comment on China's actions Saturday.
Taiwan is the most sensitive topic in U.S.-China relations, and the sales announced Friday could complicate cooperation between the two sides on issues ranging from Iran's nuclear program to the loosening of Internet controls, including a Google-China standoff over censorship.
China's Vice Foreign Minister He Yafei warned U.S. Ambassador Jon Huntsman that the sales of Black Hawk helicopters, Patriot Advanced Capability-3 missiles and other weapons to Taiwan would "cause consequences that both sides are unwilling to see," a ministry statement said Saturday.

CHINA CONTINUES HACK WAR

A US government report warned Thursday that China is sharply stepping up espionage against the United States as the rising Asian power invests in cyber warfare and grows more sophisticated in recruiting spies.
"China is changing the way that espionage is being done," said Carolyn Bartholomew, the chair of the US-China Economic and Security Review Commission.
In its wide-ranging annual report to Congress, the commission reported a steep rise in the disruption and infiltration of websites of the US government and perceived Beijing rivals such as Tibet's exiled leader the Dalai Lama.
Colonel Gary McAlum, a senior military officer, told the commission the US Defense Department detected 54,640 malicious cyber incidents to its systems in 2008, a 20 percent rise from a year earlier. The figure is on track to jump another 60 percent this year.

CHINESE CYBER ESPIONAGE ON THE RISE

WASHINGTON -- The Chinese government is ratcheting up its cyberspying operations against the U.S., a congressional advisory panel found, citing an example of a carefully orchestrated campaign against one U.S. company that appears to have been sponsored by Beijing.
The unnamed company was just one of several successfully penetrated by a campaign of cyberespionage, according to the U.S.-China Economic and Security Review Commission report to be released Thursday. Chinese espionage operations are "straining the U.S. capacity to respond," the report concludes.

CHINESE BORDER CROSSING ATTACKED

China's Olympic run-up stuttered again Monday as 16 policemen were killed in a grenade attack in the nation's far northwest, while pollution returned to fill athletes' lungs in Beijing.
The attack in the Muslim-populated Xinjiang region raised the security temperature ahead of the Games, which begin on Friday, as authorities had repeatedly warned that militants there were planning to sabotage the Olympics.
It also follows deadly bomb blasts in the southwestern city of Kunming last month and in Shanghai in May, killing a total of five people, for which a Muslim militant group with ties to Xinjiang claimed responsibility.
The Chinese organisers of the Games said they were checking for any link between Monday's attack and the Olympics, but immediately sought to reassure the world about security arrangements for the event.
"We believe that we are prepared to deal with any kind of security threat and we are confident and capable of hosting a peaceful and safe Games," said Beijing Olympic organising committee spokesman Sun Weide.

IS CHINA BUILDING CARRIERS?

The recent flurry of articles and revelations about the submarine-hiding tunnels on Hainan Island in the South China Sea has again raised questions about China’s aircraft carrier program. Indeed, some articles have suggested that the tunnels may be large enough to "hide" an aircraft carrier -- a clear impossibility.
Articles regularly cite Chinese plans to rehabilitate the ex-Soviet carrier Varyag, now moored at the port of Dalian, or even the carrier Minsk, moored as a "theme park" at Shenzhen. Other articles cite alleged Chinese plans to build up to six aircraft carriers in the near term. A South Korean newspaper has stated that "A source close to Chinese military affairs said . . . that China has been promoting the construction of a 93,000-ton atomic-powered carrier under a plan titled 085 Project. The nation also has a plan to build a 48,000-ton non-nuclear-powered carrier under the so-called 089 Project."
The Chinese Navy is certainly interested in aircraft carriers. At the end of the Cold War a Chinese naval delegation visited the Black Sea shipyard at Nikolayev in the newly established Ukraine nation to examine the unfinished Soviet carrier Varyag. Subsequently, shortly before his retirement in 1997, Admiral Liu Huaqing wrote that it was "extremely necessary" for China to possess aircraft carriers. Liu was Commander-in-Chief of the Chinese Navy from 1982 to 1988, and the vice chairman of the powerful Central Military Commission from 1989 to 1997.

FLOOD FEARS IN CHINA

BEICHUAN, China - Thousands of Chinese earthquake victims fled areas near the epicenter Saturday, fearful of floods from rivers blocked by landslides rattled loose in this week's powerful temblor.
Soldiers carried older people out of Beichuan town — one of the areas hit hardest by the magnitude 7.9 quake Monday — while survivors cradled babies on a road jammed with vehicles and people.
A policeman told The Associated Press that rescue officials were worried that water from a choked river would inundate the town.
"The river was jammed up by a landslide, now that may burst. That is what we are worried about," the policeman said as he hurried by, not giving his name.
"I'm very scared. I heard that the water will be crashing down here," said Liang Xiao, one of the people fleeing. "If that happens, there will be over 10 yards of water over our heads."
The official Xinhua News Agency said earlier that a lake in Beichuan county "may burst its bank at any time," but did not give details on why the water was rising. Residents left homes for higher ground, but 46 seriously injured were still at risk, the agency said.

CHINESE NUKE SITES BEING WATCHED AFTER QUAKE

American experts are monitoring nuclear facilities in China's earthquake zone, officials said Friday, after France's nuclear watchdog reported that some had suffered minor damage.
The French Institute for Radiological Protection and Nuclear Safety said Chinese authorities "reacted well" to the quake and immediately shut down nuclear sites for inspection.
Thierry Charles, the group's director of plant safety, said China's nuclear safety agency, NNSA, had reported no leaks of radioactivity since the quake.
He said the Chinese reported "light damage" to older nuclear facilities that were being dismantled before the quake, noting that seismic construction codes were less strict when those sites were built. China did not specify which facilities had damage, he said.
China has a research reactor, two nuclear fuel production sites and two atomic weapons sites in Sichuan province, where the magnitude-7.9 quake struck Monday, the French agency said. All were between 40 and 90 miles from the epicenter.
French authorities do not yet have a full picture of any possible damage at the nuclear weapons sites, where information is more closely guarded, Charles said.
"At this stage, I don't think there were any leaks, because they would have reported them by now. The worst to worry about now is degradation of buildings, cracks, this kind of thing," he said.

CHINA'S NEW NUCLEAR SUBMARINE BASE

The communist Chinese People's Liberation Army is building an underground nuclear submarine base near Sanya on Hainan Island. It is reported to be a "vast, James Bond-style edifice capable of concealing up to 20 nuclear-powered submarines, which will enable China to project its power across the region."

CHINA DECLARES 'PEOPLES WAR ON TIBET'

Chinese officials have declared a "people's war" of security and propaganda against support for the Dalai Lama in Tibet after riots racked the regional capital Lhasa, and some sources claimed the turmoil killed dozens.
Residents of the remote city high in the Himalayas said on Sunday that anti-riot troops controlled the streets and were closely checking Tibetan homes after protests and looting shook the heavily Buddhist region.
Two days ago Tibetan protesters, some in Buddhist monks' robes and some yelling pro-independence slogans, trashed shops, attacked banks and government offices and wielded stones and knives against police.
China has said at least 10 "innocent civilians" died, mostly in fires lit by rioters.
But an outside Tibetan source with close ties in Lhasa said that number was far too low. He cited a contact who claimed to have counted many more corpses of people killed in the riots or subsequent crackdown.
"He said there were 67 bodies in one morgue alone," the source told Reuters. "He saw it with his own eyes."
The self-proclaimed Tibetan government-in-exile in northern India has said some 30 people were killed in clashes with Chinese authorities. Beijing bans foreign reporters from freely reporting in Tibet, so the conflicting claims cannot be easily checked.

CHINA'S MISSILES

One little-noticed intelligence disclosure contained in the Pentagon's annual report on Chinese military power says China now has ballistic missiles designed to hit U.S. aircraft carriers and ships at sea.
The missiles are described in the report as part of China's "anti-access/area denial capabilities" that include "anti-ship ballistic missiles designed to strike ships at sea, including aircraft carriers."
Using a ballistic missile to target ships requires a degree of sophistication not shown by Chinese missiles in the past, and indicates China's military has mastered precision missile targeting, no doubt helped by the theft of U.S. warhead design and other secrets through espionage in the 1990s.

MORE INSTANCES OF CHINESE SPYING

WASHINGTON — A Defense Department analyst and a former engineer for Boeing Co. were accused Monday in separate spy cases with helping deliver military secrets to the Chinese government, the Justice Department said.
Additionally, two immigrants from China and Taiwan accused of working with the defense analyst were arrested after an FBI raid Monday morning on a New Orleans home where one of them lived.
The two cases — based in Alexandria, Va., and Los Angeles — have no connection, and investigators said it was merely a coincidence that charges would be brought against both on the same day.
The arrests mark China's latest attempts to gain top secret information about U.S. military systems and sales, said Assistant Attorney General Kenneth Wainstein. He described China as "particularly adept, and particularly determined and methodical in their espionage efforts."
"The threat is very simple," Wainstein said at a Justice Department news conference in Washington. "It's a threat to our national security and to our economic position in the world, a threat that is posed by the relentless efforts of foreign intelligence services to penetrate our security systems and steal our most sensitive military technology and information."

CHINESE STANDOFF

A Chinese attack submarine and destroyer confronted the U.S. carrier Kitty Hawk and its battle group in the Taiwan Strait, sparking a tense 28-hour standoff that brought both sides to a battle-ready position.
The American ships were heading to Japan following China’s sudden cancellation of a scheduled Thanksgiving port call in Hong Kong when they encountered the Chinese vessels, according to the Navy Times, which cited a report in a Chinese-language newspaper in Taiwan.
The Times reported that the encounter caused the carrier group “to halt and ready for battle, as the Chinese vessels also stopped amid the 28-hour confrontation.�
The encounter ended without incident, however, and the U.S. ships continued on to Japan. The two Chinese vessels were also headed for a port call in Japan.

CHINESE SONG CLASS SUB PENETRATES CARRIER BATTLE GROUP

Recently, when a Chinese submarine popped up undetected in the middle of a Pacific Ocean exercise, dangerously close to the U.S.S. Kitty Hawk, American military chiefs were left dumbfounded and red-faced, according to UK newspaper, Daily Mail.
When the Navy deploys a battle fleet on exercises, they take the security of the aircraft carriers very seriously. At least a dozen warships are used to provide a physical guard, and using advanced technology they are able to detect and deter any potential intruders.
By the time the Chinese sub surfaced, the 160ft Song Class diesel-electric attack submarine sailed within viable range for launching torpedoes or missles at the U.S.S. Kitty Hawk, a 1,000ft. supercarrier with 4,500 military personnel onboard.

NEW CHINESE JIN CLASS SUBS SPOTTED

Is it coincidence that a revealing photograph of China's latest ballistic-missile submarines appeared online on the same day that China's 17th Party Congress opened in Beijing? Maybe not.
The photograph, apparently taken from the water at a reasonably close range, shows two of China's Jin-class ballistic-missile submarines, which are designed to carry nuclear weapons, alongside a pier at an unknown location in China. The picture appeared on several Chinese Web sites on Oct. 15, the same day that China's Party Congress, held once every five years to choose the country's top leaders and set policy, opened in Beijing.
